Substeps are not starting new numbering in next step

I'm using FM 8 in the Tech Comm Suite 1 in an XP environment.

I am using substeps in a procedure.  Example:

1.

     A.

     B.

     C.

Ideally, when Step 2 is created the first substep under 2 should be A. This is true in the structured topic.

However, when a book is generated from the ditamap, the numbering is continuous:

1.

     A.

     B.

     C.

2.

     D.

     E.

     F.

3.

     G.

     H.

     I.

The only way around this is to go to every instance in the book file and apply the paragraph  tag of Substep (alpha = A) to the first substep of each new step which resets the numbering for that step.  You must repeat this for every step in the document.

Any easy fixes for this problem?
