Variables invisible in header/footer

Hi Folks,

I am working on structured documents with FrameMaker 7.1 and am having problems with headers and footers.

The master pages contain both headers and footers populated with variables such as PubCode etc. that do have non-blank values set.

The problem is that I can never see them on the body pages nor in PDF output. However, if I replace the variables with static text then it shows up.

What am I doing wrong here? Why am I not seeing the values of the variables being inserted on the body pages?
