How can I get my xref elements to retain their formatting?

I want to add links to other topics in my document, which is a DITA bookmap that I save as a PDF. The only changes I have made to my templates and EDDs have been for font and layout. The character formats for xref elements are still the default link.external for external links and link.asis for everything else. The xref elements are automatically converted into fm-xref elements if they have a valid href in them.

In my template, I changed the link.external and link.asis character formats to have a different color. When I generate the PDF, xref elements display as the proper color, but the ones that were converted into fm-xref elements lose their color.

Is there a way to get the fm-xref elements to use the same character format as the xref elements? If not, is there a way to prevent the xref elements from converting into fm-xref elements while still having functional hyperlinks? Is there a way to set the character format for fm-xref elements that I may have missed?

I would greatly appreciate any information about this.
